ZIPXLATE packing a translation set as ZIP-file Ver 1.0 / 5.01.2001

create a ZIP-File holding a complete XLATE-Structure.
The current directory has to be the BIN directory of the environment
which shall be packed. During execution the current directory is set
to the base directory. The packed zip-file holds the path partition below
the base directory. Thus the zip-file might be unpacked within any other
environment and is directly usable there.
Arg-1 might optional be the ZIP-Filename (Default = TMP\XLATE.ZIP)
When specifying a ZIP-filename this should either be an absolute
path or has to be relative to the base directory.
